Holds Position is telling you where you are in the line of people waiting on that title. If you are position 1 of 2, that means you are next in line, and there are 2 people total waiting for that book/movie/CD. If you are position 13 of 37, you are the 13th out of 37 people waiting for that title.
The holds position does not have anything to do with the number of copies we have of the title. (If you are interested in finding out that information, look up the item in the catalog, then click the "availability" button to see how many copies the library owns).
